NAPTs solution - Reviewed the modified short frame for Larry's education.

Comments on draft -
Bob's comment page 23 - regarding handling of a second short frame - ignore.
Add a note to the table the end echoing the frame does absolve the
orignating end from checking for a match.
Dave - modify paragraph regarding wwn uniqueness
          - add parantheticall FCIP LEP and DE to paragraph immediately
preceding clause 8.
Anil - Do we add a timeout value recommendation for short frame - 90
seconds minimum.

Model discussion:
where does the green boundary exist?
page 3 issue with right side pairing - need another FCIP entity in lower
right or remove blue line
unresolved cases on page 3
page 2 has tentative agreement but needs additional detail to be really
usefull
need for two models of page 2 source and destination
