No reject is needed. It can appear in Login in which case a Login Response with 0x020b as Status is appropriate.

Appendix D SendTargets Operation states:

"The SendTargets command MUST only be sent during the Full Feature Phase of
a normal or discovery session".

How should a target behave if it (incorrectly) receives a SendTargets in a different
phase (other than the Full Feature phase).

Can i ignore it?
Should it send a reject PDU?
