End of FCIP and iFCP WG Last Call

The WG Last Call period on these two drafts ended
yesterday.  As there have been no technical comments
on these drafts on the list during the WG Last Call period,
these drafts have passed WG Last Call, although there
are some editorial changes that will probably require
new versions of both drafts.
