    Not exactly.  PDFs, drafts, etc. (basically anything
    large) should *never* be sent to the reflector.  Put
    them on a web site and send a URL to the reflector.
    It's ok to use PDFs for diagrams related to drafts or
    work underway in the WG, although any diagram that
    is to appear in a standards track RFC has to be
    reduced to ASCII graphics prior to Last Call on
    the draft that contains it.
    
    While it's ok to use PDFs for initial and interim 
    versions of diagrams, I would strongly encourage
    ASCII for the sort of header layout and format
    issues that motivated Barry's original question.
