Kevin,

Target Address must be returned when
requested by a SendTargets or as a redirection. Returning it in any other
case is not mandatory but is not prohibited.

The spec is unclear about when the TargetAddress key may be used.

There is nothing specific in the spec that prevents a target from sending
this in the first login response along with the TargetPortalGroupTag.

Is this what was intended?

The spec only mentions it being used in response to a target redirection
or SendTargets.

Which interpretation is correct?
