IPS: Security Draft 07

Bernard,
In Security Draft 07, in section 5.6 Fragmentation Issues, you went through
things that could be done to deal with the problem.  However, I did not
detect any MUSTs, SHOULDs, MAYs etc.

It looks like good advise, but doesn't it need some requirement language?
You had some lower case "should", but do you think that some upper case
requirement words are approprate there?
