    I think we're talking at cross purposes here and I think it all comes down
    to what constitutes "external".   The difference is not so much "external"
    as "public" vs. "private".  John, I think you're reading "public" and
    Mallikarjun is thinking either public or private (but "must" because that's
    the only way a vendor can implement even private APIs).   However, we're
    all leaving out one other case (see below).   I think we can find words
    that are broad enough to cover all cases and still be "must".   Within the
    scope of Mallikarjun's "iSCSI NICs" (and not the broader possible
    implementations using other types of components and combinations of SW and
    HW), I see roughly three cases:
    
    Case 1: vendor builds HBA and exports a public API, then lets others write
    the driver to interface to the API (or it writes its own).
    Case 2: vendor builds HBA and exports a private API, then writes his own
    driver to interface to the API.
    Case 3: vendor builds HBA and exports no API, but still fits the rules.
    E.g. the HBA fills in the "free" two bytes of the ISID based on serial
    number of the HBA itself, thus providing really static configuration
    (independent of SW).
    
    With a broad enough brush, each of these fits in the language of the NOTE
    (even with a "must").  I've tweaked the words a little below, in hopes of
    covering this a bit better:
    
    NOTE: For correct behavior (in particular with respect to the ISID rule), a
    vendor of iSCSI hardware implementations (e.g., NICs or HBAs) must allow
    for configuration and coordination of ISIDs for all sessions managed by
    multiple instances of that hardware within a given iSCSI Node.  Such
    configuration might be either permanently preassigned at the factory (in a
    necessarily globally unique way), statically assigned (e.g., partitioned
    across all the NICs
    at initialization in a locally unique way) or dynamically assigned (e.g.,
    on-line allocator, also in a locally unique way).   In the latter two
    cases, the configuration may be via public APIs (perhaps driven by an
    independent vendor's SW, e.g., the OS vendor) or via private APIs driven by
    the vendor's own SW.
    
    Does this make everyone happy?

    I think you are not making things clearer.
    
    We have said that the new Extended ISID can be determined independent of
    any other outside interference.  Period!!!  And that includes multiple
    Sessions from the same Manufactures HBAs or Set of HBAs.  By definition if
    a different vendor's HBA is placed in the NODE, that vendor's ID should be
    part of its Extended ISID, and a new session can be created independent of
    the other ones.  And there maybe NO Admin interface, yet it still works!
    
    Even if a HBA is supported by a Device Driver that is not owned by the HBA
    manufacture, it does not matter, since there should be a vendor ID for the
    vendor that IS creating the Device Driver.  NO one is saying where the
    Vendor ID comes from.  Hence still no problem and still no Admin Interface.
    
    So if you want an outside interference, it should NOT be a "must".
    
    If SNIA or anyone else wants to come up with a API, wonderful for them.  It
    is still not a must.
    
    If the SNIA group wants to pick a common value for the Vendor ID in the
    Extended ISID they can do that.  Still no problem and no Admin Interface.
    This picking of a common value was part of the proposal.  But that is not
    what I call an API.
    
    Therefore, since the original issue I stated was -- I did not like your use
    of the word "must", I think that point is still valid, "must" is not
    approprate.

    I have been trying to point out that it is *not* an implementation decision
    *whether*  to require ISID-configurability (Note below).  OTOH, *how*
    to configure the ISIDs is an implementation decision (as Jim pointed out
    earlier), so also the decision of  *if* it should be made a public API.
    
    Note: And I say this based on three factors -
             - multiple NICs in the Node sharing the same Node Name
             - stated objective of allowing multiple sessions between a given
    initiator
                node and a target portal group.
            - ISID RULE, which forbids parallel nexus
    
    As a final note, Jim alluded to the possibility of "this naming authority
    can
    be elevated to the (SNIA-defined) coordinating entity or even the OS
    vendor"
    in future.  That possibility requires external ISID-configurability as
    well,
    AND requires the API to be public.
    
    I see that Jim and Julian had already appreciated where I am coming from.
    I hope I did a better job of convincing you this time.....
