Mandate: strongly against.
Recommend: neutral, slightly favorable.

Unless...

By `mandate' you mean supporting a TEXT flag
    com.cisco.RDMAEnableRFCxxxx: goforit
to which the target can respond
    com.cisco.RDMAEnableRFCxxxx: nowaybuddy
because the target does not have enough system privilage to alter any TCP
options.
