    My understanding is that the proper response is an empty PDU payload - in other words, the DataSegmentLength field in the response header is 0.  This is the way we operate and how I have seen other targets operate.

    What is the valid response for SendTargets if the network entity has no targets to send.

    I -> T         "SendTargets=ALL"
    T->I           "TargetName="                Is this valid ??
